A courier from India to the USA is the right answer for a document, a sample or a small personal parcel, and the wrong answer for almost everything else (FedEx). The cut-off is roughly 30 kg. Below it, express is genuinely the cheapest way to move goods. Above it, you are usually paying up to twice what air freight would cost for a similar transit time.
The second thing that has changed is duty. The low-value exemption that used to let small parcels arrive without a customs charge no longer works the way most guides describe, and assuming it still does is how a $60 shipping bill turns into a $180 one.
This guide covers which carriers operate the route, what each costs, why your parcel is charged more than it weighs, what happens at US customs, what you cannot send, and how to handle garment samples specifically.
Note: India Clothing Factory is a group of documented clothing factories in India, producing for brands from 100 units. Ranges in this guide are given as market ranges, not as quotes from a specific factory. Ranges come from published industry sources. We confirm exact MOQ and price with the factory when you send a brief.
Key takeaways
- Courier is cheapest under about 30 kg. Above that, air freight on the same transit usually costs half as much.
- Express transit runs 3 to 7 days door to door, including customs clearance.
- You are charged on volumetric weight or actual weight, whichever is greater. Garments are light and bulky, so volumetric usually wins.
- Do not rely on the $800 de minimis exemption. Duty-free treatment for low-value commercial shipments was suspended in 2025.
- Apparel carries ordinary duty plus the 10 percent Section 301 tariff in force since 24 July 2026, on courier parcels exactly as on containers.
- Carriers advance duty and charge a disbursement fee on top. It is usually the line nobody budgeted for.
- Declare samples honestly. Marking commercial goods as a gift is customs fraud, not a shipping tip.
Who Actually Needs a Courier From India to the USA?
Three groups, with very different requirements. Individuals sending personal parcels and documents. Brands sending or receiving garment samples during development. And small sellers moving a first test lot, who are usually the group making the expensive mistake. The first two are well served by express. A sample pack of six garments weighs under 4 kg, arrives in four days, and clears without you doing anything. There is no cheaper way to move it and no reason to look for one.
The third group is where the money leaks. A 120 kg test order of 400 tees moves perfectly well by air freight for roughly half what a courier charges, at almost identical transit. The reason people pay the premium is that express is easy to book online and air freight requires a phone call to a forwarder. That convenience costs real money. Our guide to shipping from India to the USA covers the alternatives in full.
Citation Capsule: Courier services from India to the United States serve three use cases: personal parcels and documents, garment samples during product development, and small commercial test lots. Express is cost-effective below roughly 30 kg. Above that threshold, air freight typically costs around half as much for comparable door-to-door transit time.

Which Courier Services Operate From India to the USA?
Four international carriers plus the postal route, and they differ less on transit time than on what happens at customs. The integrators handle clearance themselves as part of the service. The postal route hands the parcel to USPS, which is cheaper and materially slower once anything needs a decision.
| Route | Typical transit | Customs handling | Best for |
|---|---|---|---|
| DHL Express | 3 to 5 days | Handled end to end, duty advanced and rebilled | Urgent samples and documents |
| FedEx International | 3 to 6 days | Handled end to end, several service levels | Samples where a slower, cheaper tier is acceptable |
| UPS Worldwide | 4 to 7 days | Handled end to end | Shipments to US addresses off the main metro network |
| India Post to USPS | 10 to 25 days | Handed to USPS, queries are slow to resolve | Low-value personal parcels where time does not matter |
| Indian consolidators | 5 to 12 days | Varies, frequently resold integrator capacity | Price-sensitive personal shipping. Read the terms |
Transit ranges compiled from published carrier service descriptions and are door to door including clearance. Actual performance varies by origin city, destination and season.
The consolidator category deserves care. Many resell integrator capacity at a discount, which is legitimate, and some quote rates that exclude duty handling entirely, so the saving disappears at the destination. Ask specifically who files the customs entry and who pays the disbursement fee.
What Does a Courier From India to the USA Cost?
Roughly $5 to $12 per kilogram, falling as weight rises, with a floor that makes very small parcels expensive per kilo. The headline rate is rarely what you pay: fuel surcharges, remote-area fees and duty disbursement are added afterwards and together commonly add 20 to 35 percent.
| Shipment | Indicative express band | What dominates the price |
|---|---|---|
| Documents, under 0.5 kg | $25 to $45 | The minimum charge, not the weight |
| Sample pack, 2 to 5 kg | $45 to $110 | Weight, with volumetric rarely binding on a dense pack |
| Small lot, 10 to 20 kg | $110 to $230 | Volumetric weight, because garments are bulky |
| Test order, 30 to 50 kg | $230 to $450 | Volumetric weight, and this is where air freight wins |
| India Post, 5 kg parcel | $35 to $70 | Weight band, with no service guarantee |
Market ranges compiled from published carrier tariffs and are exclusive of duty, fuel surcharges and disbursement fees. They are not quotations and move with fuel, season and account discounts.
Two lines are worth asking about explicitly before booking. The fuel surcharge is a percentage applied to the base rate and it moves monthly. The duty disbursement fee is charged when the carrier advances duty on your behalf, usually as a percentage of the duty with a minimum, and on an apparel shipment carrying about a quarter of its value in duty that fee is not trivial.
Citation Capsule: Express courier rates from India to the United States run roughly $5 to $12 per kilogram before surcharges, falling as weight increases. Fuel surcharges, remote-area fees and duty disbursement charges commonly add 20 to 35 percent to the quoted rate. Air freight becomes cheaper than express at approximately 30 kilograms for apparel consignments.
Why Is Your Parcel Charged More Than It Weighs?
Because carriers bill on volumetric weight when it exceeds actual weight, and garments are almost the worst-case cargo for that rule. A carton of polybagged tees weighs little and occupies a great deal of space, so the price is set by the box rather than by the contents.
The calculation is the carton's length times width times height in centimetres, divided by a divisor the carrier publishes. Two cartons of identical goods packed differently can be charged at meaningfully different weights, and nobody at the factory has any incentive to notice.
The fix belongs in the purchase order, not in the shipping conversation. Specify the carton dimensions, specify that garments are folded and compressed rather than loosely packed, and ask for the packed carton weight and dimensions before booking so you can compare the volumetric figure against the actual one.
Cut the volumetric charge before the goods are packed
- Specify carton dimensions in the purchase order, not after the goods are boxed
- Ask for actual and volumetric weight of each carton before you book
- Fold and compress rather than hanging or loose-packing, unless the garment needs it
- Fill voids, because an under-filled carton is charged as if it were full
- Compare carriers on volumetric divisor, which differs between them and is published
On apparel, packing specification usually moves the shipping bill more than negotiating the rate does. It is also the only lever you control entirely.
How Long Does a Courier From India Take?
Three to seven days door to door for the integrators, and ten to twenty-five for the postal route. Those are realistic ranges rather than marketing figures, and the variance sits almost entirely in two places: pickup city and customs. Shipments originating in Mumbai, Delhi, Bangalore and Chennai move fastest because the carriers run their own gateways there. Origin from a smaller cluster city adds a day or two of inland movement before the parcel is even on the network.
At the destination, a clean parcel with consistent paperwork clears without touching a human. A parcel with a vague description, a value that does not match the invoice, or a fibre content that contradicts the declared classification goes into a queue that is measured in days rather than hours.
What Happens at US Customs?
The carrier files an entry on your behalf and the shipment either clears automatically or it does not. Understanding which side of that line you are on is mostly about how the goods were described, because the description drives classification and classification drives duty (US Customs and Border Protection).
Write the description as a customs officer needs to read it, not as a marketer would. "Cotton knit T-shirts, men's, 100 percent cotton, 12 pieces" classifies itself. "Apparel samples" does not, and it invites a question that costs days.
For commercial goods above the informal entry threshold, a formal entry is required and you will need a customs broker rather than relying on the carrier's automatic handling (US Customs and Border Protection). Small brands frequently cross this threshold on their second or third shipment without realising the process has changed.
Citation Capsule: Courier shipments entering the United States are filed by the carrier on the importer's behalf. Clearance speed depends on the goods description, which drives tariff classification. Commercial shipments above the informal entry threshold require formal entry and a licensed customs broker rather than the carrier's automatic clearance process.
No tech pack yet? Factories quote from specifications, not from photographs. A factory-ready single-style tech pack is $79: measurements, construction, fabric, trims and labelling in the format an Indian factory costs from.
Will You Pay Duty on a Courier Shipment?
Assume yes. The $800 low-value exemption that guides still describe, and that many sellers still assume, no longer provides duty-free treatment for commercial shipments in the way it did: de minimis treatment was suspended in 2025 and indefinitely suspended by CBP rule with effect from 24 June 2026 (US Customs and Border Protection).
On apparel, the numbers are significant. Ordinary duty on a cotton knit T-shirt is 16.5 percent (USITC), and since 24 July 2026 a 10 percent Section 301 tariff on goods of India sits on top of it (USTR, July 2026). The 18 percent reciprocal tariff announced in February 2026 no longer applies, because on 20 February 2026 the Supreme Court held that IEEPA, the law it relied on, does not authorise tariffs (Supreme Court of the United States). About a quarter of declared value, arriving as a bill after the parcel does.
The carrier pays that duty at clearance and rebills you, adding a disbursement fee. Budget for the duty, the fee and the parcel as one number. Treating the courier quote as the cost of the shipment is how people end up refusing delivery of their own goods.
Citation Capsule: Duty-free de minimis treatment for low-value commercial shipments entering the United States was suspended in 2025 and indefinitely suspended by CBP rule with effect from 24 June 2026. The $800 exemption described in older guidance no longer applies. Apparel courier parcels from India carry ordinary Harmonized Tariff Schedule duty, 16.5 percent on cotton knit T-shirts, plus the 10 percent Section 301 tariff in force since 24 July 2026. The carrier advances the duty and adds a disbursement fee.
What Can You Not Send?
More than most senders expect, and the restrictions come from both ends. India restricts certain exports and the United States restricts certain imports, and a parcel only needs to fail one of the two tests to be stopped. Check both lists before booking rather than after the parcel is refused.
| Category | Position | What to do instead |
|---|---|---|
| Currency and negotiable instruments | Restricted, with declaration thresholds both ways | Use banking channels |
| Seeds, plants, soil, untreated wood | Restricted into the US, agricultural inspection applies | Do not include as packaging or filler either |
| Leather and animal products | Permitted but frequently inspected, documentation matters | Declare species and tanning status precisely |
| Branded goods without authorisation | Seizable as counterfeit, including samples | Never ship third-party branded product |
| Lithium batteries in garment tech | Dangerous goods rules apply, not all services accept them | Declare and book a service that accepts them |
| Antiques and items of cultural value | Export restricted from India | Check before purchase, not before shipping |
Compiled from published carrier prohibited-items lists and US Customs and Border Protection import guidance. Carrier lists are stricter than the law in places, so check the specific service.
The one that catches apparel brands is the fourth row. Sending a competitor's garment as a fit reference is extremely common, entirely understandable, and it is importation of branded goods. Buy it domestically instead.
How Should You Send Garment Samples?
Declared accurately, valued honestly, and described in a way that classifies. Samples are still commercial goods and there is no customs category that makes them free, whatever a supplier may tell you when they offer to mark the parcel as a gift.
Value them at what they cost to make, not at retail and not at a token dollar. An implausibly low value is the fastest way to have a parcel held for valuation, and the resulting delay costs more than the duty would have.
Where a sample genuinely will not be sold, mutilated samples and marked samples have specific treatment, and it is worth asking your broker whether your case qualifies rather than assuming it does. For an ongoing development programme, the practical answer is usually to consolidate: one sample shipment of twelve styles costs far less than twelve shipments of one.
Citation Capsule: Commercial garment samples shipped from India must be declared at production cost with a description precise enough to classify. Declaring commercial samples as gifts is a false customs declaration. Because most courier charges are levied per shipment rather than per kilogram, consolidating development samples into a single shipment is substantially cheaper than sending styles individually.
What to write on a sample declaration
- Precise description: fibre, construction, gender and piece count, not 'apparel samples'
- Production cost as the value, not retail and never a token dollar
- The HS code you intend to use, agreed with your broker in advance
- Country of origin stated explicitly on the invoice
- Your own entity as importer of record, matching the importing company on file
An implausibly low declared value holds a parcel for valuation far more often than an honest one attracts duty attention. The delay costs more than the duty.
When a Courier Is the Wrong Choice
Three situations, all of them common and all of them expensive. They are shipments over about 30 kg, repeat production orders that should be consolidated, and any shipment where the duty treatment matters more than the transit time. In all three the courier is doing work you could buy more cheaply another way.
Anything over 30 kg. Air freight is the direct substitute and it is roughly half the price at a similar transit. The only reason to use express above this weight is that you did not get a forwarder quote. Our freight forwarder guide shows how to read that quote line by line.
Repeat production orders. If you are shipping the same goods monthly, you need a broker, a customs bond and a freight relationship (CBP). Running production through express indefinitely means paying a premium on every unit forever.
Anything where duty matters more than speed. The carrier's automatic clearance is convenient and it is not a classification review. If your product could reasonably sit in more than one tariff line, get that decided by a broker before the first shipment rather than inheriting whatever the carrier filed.
Choosing a Courier From India to the USA
Weigh the shipment first and pick the mode from the weight. Under 30 kg, choose between the integrators on price and destination coverage rather than agonising over transit, because they are within a day or two of each other. Budget the parcel, the surcharges, the duty and the disbursement fee as one figure. On apparel from India the duty component alone is about a quarter of declared value, and it is the part that arrives as a surprise.
Describe the goods precisely and declare the value honestly. Almost every held parcel in this trade is held because of something written on the paperwork, not because of anything inside the box.
Frequently Asked Questions
How much does a courier from India to the USA cost?
Roughly $5 to $12 per kilogram before surcharges, with documents under half a kilo costing $25 to $45 because of the minimum charge. Fuel surcharges, remote-area fees and duty disbursement typically add 20 to 35 percent. Above about 30 kg, air freight costs around half as much for a similar transit time.
How long does DHL or FedEx take from India to the USA?
Three to seven days door to door including customs clearance, with DHL typically at the faster end and UPS slower to addresses off the main metro network. India Post to USPS runs 10 to 25 days. Origin city matters: parcels from Mumbai, Delhi, Bangalore and Chennai move fastest.
Do I pay duty on a courier parcel from India?
Assume so. Duty-free de minimis treatment for low-value commercial shipments was suspended in 2025 and indefinitely suspended by CBP rule with effect from 24 June 2026, so the $800 exemption described in older guides no longer applies. Apparel carries ordinary duty, 16.5 percent on cotton knit T-shirts, plus the 10 percent Section 301 tariff in force since 24 July 2026.
Why is my courier charge higher than the parcel weight?
Carriers bill on volumetric weight when it exceeds actual weight, calculated from carton dimensions divided by a published divisor. Garments are light and bulky, so volumetric weight usually applies. Specifying carton dimensions and compressed packing in the purchase order is the most effective way to reduce the charge.
Can I mark garment samples as a gift to avoid duty?
No. Commercial samples are commercial goods and declaring them as a gift is a false customs declaration. Value samples at production cost, describe them precisely enough to classify, and consolidate development samples into one shipment, since most of the charge is per shipment rather than per kilogram.
