DHL is one of the express carriers brands use most for samples and small lots from India to the USA. It collects, flies, clears customs and delivers door to door. It is also an easy way to overpay, because the quoted rate is rarely the final bill on apparel.
Two things catch people: volumetric weight and the US duty, with the fee for having DHL pay that duty for you. Neither is obvious from a headline rate.
This guide covers the DHL services that run the lane, as DHL lists them, how the chargeable weight is calculated, what else lands on the bill, how customs and duty are handled, what cannot be carried, and when to use something else.
Note: India Clothing Factory is a group of documented clothing factories in India, producing for brands from 100 pieces per style; the fabric sets the real minimum. DHL services and surcharges are described as DHL states them on its own pages (checked October 2026). We give no DHL rates: check DHL's quote for your shipment.
Key takeaways
- DHL Express India lists Express Worldwide (end of day) and time-definite Express 9:00, 10:30 and 12:00 services, delivered on the next possible business day.
- DHL Express generally charges on volumetric weight or actual weight, whichever is higher. Garments often trigger volumetric.
- The rate is not the bill: DHL India lists a fuel surcharge and charges such as remote area delivery, and duty comes on top.
- Assume duty applies. De minimis treatment for low-value commercial shipments was suspended in 2025 and indefinitely suspended by CBP rule from 24 June 2026.
- Apparel carries ordinary duty plus the 10 percent Section 301 tariff in force since 24 July 2026.
- Without a DHL account, a Duty Tax Processing surcharge applies when DHL pre-pays the duty.
Which DHL Services Run From India to the USA?
DHL Express India lists six international express services. All are door-to-door courier services; they differ in the delivery time on the arrival day (DHL Express India, Delivery Services).
| DHL service | Delivered on the next possible business day | Typical use for a clothing brand |
|---|---|---|
| Express Envelope | End of day | Documents and paperwork |
| Express Worldwide | End of day | Samples and small lots |
| Express Easy | End of day | Occasional parcels |
| Express 12:00 | By 12:00 PM | Urgent samples for a fixed meeting |
| Express 10:30 | By 10:30 AM | Urgent, time-sensitive shipments |
| Express 9:00 | By 9:00 AM | Urgent, time-sensitive shipments |
Services and delivery times as listed by DHL Express India (checked October 2026). The third column is our editorial suggestion. Availability depends on the origin and destination postcodes.
For larger production shipments, express is often the wrong mode. Ask for an air freight quote as well, from DHL's freight business or a forwarder, and compare on the total bill. Prices are indicative only, so check each quote.

How Long Does It Actually Take?
DHL frames its express services as delivery on the next possible business day, with the cut-off times in the table above (DHL Express India, Delivery Services). It does not publish a fixed number of days for India to the USA on that page, so take the transit time for your pickup postcode from DHL's quote.
Two things move it. The first is the pickup leg: a parcel collected in a smaller cluster city travels to a gateway before it joins the international network. The second is customs. A parcel with a precise description and consistent paperwork clears more smoothly; one described as "apparel samples", or with a declared value that does not match the invoice, can be held for questions.
Allow extra time for a first shipment to a new consignee. The first entry for an importer is the one most likely to attract a question.
What Is on a DHL Bill From India?
We do not quote DHL rates here: they depend on the service, the chargeable weight, the postcodes and your account, so check DHL's quote. What matters is that the rate is only the first line. These are the lines that can follow it.
| Line on the bill | What it is | Source |
|---|---|---|
| Rate on chargeable weight | The higher of actual and volumetric weight | DHL quote |
| Fuel surcharge | Listed by DHL India, with a stated update and effective date | DHL India surcharges |
| Remote area pickup or delivery | Applies when either address is in a DHL remote area | DHL India surcharges |
| Oversize or overweight piece | Pieces over 70 kg, or with a longest side over 100 cm or a second-longest side over 80 cm | DHL India surcharges |
| US duty | Ordinary duty plus the 10 percent Section 301 tariff on goods of India | USITC, USTR |
| Duty Tax Processing | Per-shipment surcharge when DHL pre-pays duty and nobody has a DHL account | DHL Express US |
Surcharges as listed on DHL Express India, Surcharges and DHL Express US, Duties and Taxes (checked October 2026). Amounts change, so check the current pages and your quote.
Of those lines, the chargeable weight is the one you can reduce, by specifying packing. The surcharges and the duty you cannot, and budgeting the parcel without them is how people end up refusing delivery of their own goods.
Citation Capsule: A DHL Express bill from India to the United States starts with the rate on chargeable weight, the higher of actual and volumetric weight. DHL Express India lists a fuel surcharge, remote area pickup and delivery charges and oversize or overweight piece charges. On the US side, duty applies, and DHL charges a Duty Tax Processing surcharge per shipment when it pre-pays duty and neither the importer nor the receiver has a DHL account.
No tech pack yet? Factories quote from specifications, not from photographs. A factory-ready single-style tech pack is $79: measurements, construction, fabric, trims and labelling in the format an Indian factory costs from.
How Is the Chargeable Weight Calculated?
Length times width times height in centimetres, divided by a volumetric divisor, compared against the actual weight. DHL says express carriers like DHL Express generally charge on the higher of the two, that DHL Express typically uses a divisor of 5,000, and that you should confirm the current divisor because it can change (DHL, What is Volumetric Weight?). A 50 x 40 x 30 cm carton therefore counts as 12 kg, however little is inside it.
For garments the volumetric figure often wins, because clothing is light and takes up space. The lever is the carton, and the carton is decided at the factory. Loose-packed garments in an oversized box are charged as though the box were full.
Cutting the chargeable weight before packing
- Specify carton dimensions in the purchase order, not after the goods are boxed
- Ask for actual and volumetric weight per carton before you book
- Fold and compress rather than loose-packing, unless the garment requires otherwise
- Fill the voids, since an under-filled carton is charged on its size
- Confirm the divisor with DHL when you compare it with another carrier
Packing specification is the one lever on an express bill you control completely.
Should You Open a DHL Account?
If you ship regularly, ask DHL for one. The clearest reason is the duty. DHL says the payment of duties and taxes is typically the receiver's responsibility, that it offers DHL account holders the option to pay them, and that when DHL pre-pays duty or import tax and neither the importer nor the receiver has a DHL account, a surcharge is payable per shipment (DHL Express US, Duties and Taxes).
The second reason is documentation. Account shipping tools keep your commodity descriptions, HS codes and consignee details, which reduces a common cause of clearance delay: an inconsistency between the invoice and the shipping record.
If you ship rarely, the overhead may not be worth it. Compare the quote for each shipment instead, including the duty lines.
How Does DHL Handle Customs?
For express shipments the carrier files the entry and can pay the duty due, then bills it on. For commercial shipments above the informal entry threshold, a formal entry is required and a licensed customs broker becomes involved (US Customs and Border Protection).
The distinction matters because small brands can cross that threshold without noticing, often on a second or third order, and the process changes. A formal entry needs a customs bond and an importer of record on file, and arranging those while goods wait is expensive (CBP).
What you control is the description. Goods described precisely enough to classify move more easily; goods described vaguely generate a question (US Customs and Border Protection). Write "men's T-shirts, knitted, 100 percent cotton, 24 pieces", not "clothing samples".
Citation Capsule: Express carriers file US customs entries on the importer's behalf and can pay the duty due, billing it on. Commercial shipments above the informal entry threshold require formal entry, a customs bond and an importer of record on file, handled by a licensed customs broker.
Who Pays Duty, and What Is the Processing Fee?
The importer pays the duty. If DHL pays it for you at the border and neither you nor the receiver has a DHL account, DHL adds a Duty Tax Processing surcharge per shipment (DHL Express US, Duties and Taxes).
Ordinary duty on a cotton knit T-shirt is 16.5 percent (USITC). Since 24 July 2026 a 10 percent Section 301 tariff on goods of India sits on top of it (USTR, July 2026). The 18 percent reciprocal tariff announced in February 2026 no longer applies, because on 20 February 2026 the Supreme Court held that IEEPA, the law it relied on, does not authorise tariffs (Supreme Court of the United States). On a cotton knit T-shirt that is about a quarter of the declared value, before the processing surcharge.
Do not plan around the old low-value exemption. Duty-free de minimis treatment for low-value commercial shipments was suspended in 2025. CBP then suspended it indefinitely by rule, with effect from 24 June 2026 (US Customs and Border Protection).
Citation Capsule: Duty on apparel shipped by DHL Express from India is paid by the importer. Ordinary duty is 16.5 percent on cotton knit T-shirts, plus the 10 percent Section 301 tariff in force since 24 July 2026. When DHL pre-pays the duty and neither the importer nor the receiver has a DHL account, DHL adds a Duty Tax Processing surcharge per shipment.
What Cannot Be Carried?
More than many shippers expect, and the restrictions come from both ends. India restricts certain exports and the United States restricts certain imports, and a parcel needs to fail only one of the two tests. Check both at quotation stage, because a refusal at the counter costs a day and a repack.
| Category | Position | Practical note |
|---|---|---|
| Branded goods without authorisation | Seizable as counterfeit | Includes competitor garments sent as fit references |
| Seeds, plants, soil, untreated wood | Agricultural inspection applies | Check packing filler as well as contents |
| Leather and animal products | May be inspected | Declare species and tanning status precisely |
| Lithium batteries in garment tech | Dangerous goods rules apply | DHL India lists separate lithium battery charges; declare and book accordingly |
| Currency and negotiable instruments | Restricted | Use banking channels |
| Antiques and cultural property | Export restricted from India | Check before purchase, not before shipping |
Our summary. Check DHL's prohibited and restricted items for the service you book and US Customs and Border Protection import guidance.
The first row is the one that catches apparel brands. Sending a competitor's garment as a fit reference is common and understandable, and it is importation of branded goods. Buy it in your own market instead.
Before you book a DHL shipment from India
- Weigh and measure it first, and work out the volumetric weight
- Write the description to classify: fibre, construction, gender and piece count
- Declare the production cost as the value, never a token figure
- Confirm who is importer of record and that a bond exists if a formal entry applies
- Budget duty and any processing surcharge alongside the freight, as one number
All five are settled before anything moves, and all five are hard to fix once the parcel is at a gateway.
When Is Express the Wrong Choice?
Three situations: heavier consignments, repeat production shipments, and any shipment where tariff classification drives the landed cost more than transit time does.
Heavier consignments. Ask for an air freight quote alongside the express one. Which is cheaper depends on the weight, the volume and the lane, so compare the two totals rather than assuming.
Repeat production shipments. Running production through an express service indefinitely means paying express prices on every unit. At that point you need a broker, a bond and a freight relationship.
Where classification matters. Carrier clearance is convenient and it is not a classification review. If your product could sit in more than one tariff line, have a broker decide before the first shipment. Inheriting whatever was filed is the expensive option, as our guide to import duty from India explains.
Using DHL From India Well
Weigh and measure the consignment before choosing anything. For samples and small lots, express is often the right answer, and the questions are which DHL service and whether an account makes sense. For heavier shipments, get a forwarder quote before you book. Budget the rate, the surcharges, the duty and any processing surcharge as a single number.
And write the description properly. Many held parcels are held because of something written on the paperwork, not because of anything inside the box. For other carriers on the same lane, see our guide to courier from India to the USA.
Frequently Asked Questions
How long does DHL take from India to the USA?
DHL Express India lists its international express services as delivered on the next possible business day, by 9:00, 10:30 or 12:00 for the time-definite services and by end of day for Express Worldwide. It does not publish a fixed number of days for the lane on that page, so get the transit time for your pickup postcode in DHL's quote. A first shipment to a new consignee is the one most likely to be queried at customs.
How much does DHL cost from India to the USA?
DHL's rate depends on the service, the chargeable weight and your account, so check DHL's quote rather than a published per-kilo figure. On top of the rate, DHL India lists a fuel surcharge and charges such as remote area delivery, and on the US side duty is added, plus a Duty Tax Processing surcharge if DHL pre-pays the duty and neither you nor the receiver has a DHL account.
Why is my DHL bill higher than the weight suggests?
Because DHL Express generally charges on the higher of actual weight and volumetric weight. DHL says it typically calculates volumetric weight as length times width times height in centimetres divided by 5,000, and to confirm the current divisor. Garments are light and bulky, so specifying carton sizes and compressed packing in the purchase order is the main lever.
Do I pay duty on a DHL shipment of clothing from India?
Assume so. Duty-free de minimis treatment for low-value commercial shipments was suspended in 2025 and indefinitely suspended by CBP rule from 24 June 2026. Apparel carries ordinary duty, 16.5 percent on cotton knit T-shirts, plus the 10 percent Section 301 tariff in force since 24 July 2026.
Should I open a DHL account or ship without one?
If you ship regularly, ask DHL for an account. DHL says that when it pre-pays duty or import tax and neither the importer nor the receiver has a DHL account, a Duty Tax Processing surcharge is payable per shipment. An account also keeps your commodity descriptions and HS codes on file, which reduces paperwork errors.
